Phantom's Revenge began its life as a classic Arrow Dynamics designed multi looping coaster.

In the late 1980's Harry Hennenger, the then president of Kennywood wanted a steel coaster with a record breaking drop, but the park couldn't quite afford one.  One night the thought came to him that the parks topography could be used to create one of the tallest coasters in the world without having to pay for the record breaking height.  He headed out to the park and stood over by the Thunderbolt and realized that the ravine that was used for that coaster could also be used for a steel coaster to create a record breaking dive.  With that realization Steel Phantom was born.
